Letter from the DC Office of Recycling About the Illegal Pre-7am Pickups
In this letter, the DC Office of Recycling admits that the pre-7am recycling pickups are illegal. But the Recycling Office is unable or unwilling to enforce the law and it's own contract with Waste Management. Since this letter was sent on December 26, 2002, pre-dawn recycling pickups have continued.

Dear Mr. Adler:
This letter is in response to your request for action sent to the D.C. Office
of Recycling dated December 20, 2002, regarding the early morning disturbance
caused by recycling trucks before 7:00 a.m., which as you state is a violation
of D.C. Municipal Regulations.
Our office has contacted the D.C. contractor for residential recycling. Waste
Management, and raised your concerns about the early morning starts of their
trucks. The field supervisor for Waste Management has informed me that the
sub-contractor, Goode Recycling Services, currently has the route for your
neighborhood. Waste Management has assured our office that they will handle
this situation. The contractor is aware of the "no work before seven a.m."
rule and will enforce their company policy of strict adherence to DC laws and
regulations.
If the early-morning noise issue should happen in the future, you may call the
D.C. Department of Consumer and Regulatory Affairs (DCRA) at (202) 442-4610*
and lodge your request for immediate action. You should provide them with the
dates and times of the infractions, but most importantly, provide the
recycling day pickup for your neighborhood. This will assist their inspectors
in monitoring the occurrence.
In the meantime, feel free to contact this office should you require further
assistance for recycling needs or concerns. It is the goal of the D.C.
Government to offer the best recycling services to all residents.

call as many DC officials as you can. And remember, pre-7am recycling and
trash pickups are illegal.
